Abstract

 The purpose of this paper is to outline the achievements and the new scope of social infrastructure research (accessibility planning) that takes into consideration the elderly and the disabled.

 This research presents issues from four sides: a review of previous studies, the movement of people with disabilities, the framework of the accessibility improvement law, the attitude towards diversity and inclusion supported by disability research. Accessibility planning has now shifted to a new approach towards infrastructure planning instead of a method of total optimization.

 The new scope of accessibility planning needs active participation and a process of co-creation to emphasize the diversity of people, space, and time. This restructured accessibility planning needs to be mainstreamed within the social systems.
