Cadastre is the fundamental component of land management, however, the progress of the Cadastral Survey as a part of the National Land Survey in Japan is only at 52% for the area of interest, despite of the overdue duration of almost 70 years since its commencement. There has been only a few research done for the cadastral system of Japan, especially lacking considerations such as the progress rate over the 70 years and land type ratios. This paper overviews the history of cadastre in Japan as well as present situation. Furthermore, a hierarchical cluster analysis was conducted to identify and examine the characteristics of the 47 prefectures, and the situations which the prefectures have been placed regarding the operation of the Cadastral Survey. The results suggest that the national government’s policies in accord with the land types influenced on the current progress of prefectures.
