Abstract

 Depopulating and aging issue have especially faceted in rural areas, in particular ensuring of mobility in daily life have grown into a serious problem. Therefore, it is required to implement support measures for mobility in these areas, but there is difficulty in continue to provide sufficient services under a current severe fiscal situation in depopulating and aging society in Japan. Based on these backgrounds, this study assessed an effect of "Fixed-rate Taxi Service" - as a new support measure for mobility - implemented in TOBETSU-town in Hokkaido prefecture from multiple perspectives, convenience, sustainability, installabity, life satisfaction, and social effect. From these analysis results, it is suggested that this new type service is effective measure to mitigate a mobility problem in rural area.
