Some cities and regions are known as environmentally or developmentally advanced cities. Some of these cities have overcome regional issues and created value through a co-creative process involving multiple actors. However, no framework has been developed to comprehensively organize and share information about these processes, and the obtained knowledge is often only shared within each city or project. We extracted elements that characteristically appear in the process of community development based on a literature survey and interviews with policymakers in three advanced cities in Japan: Shiwa Town, Iwate Prefecture; Onagawa Town, Miyagi Prefecture; and Nichinan City, Miyazaki Prefecture. We then extracted patterns based on a pattern language framework. From the extracted patterns, we examined common process structures as well as specific regional characteristics. We then proposed a framework for spreading the technology, knowledge, and experience for sustainable community development gained in developed regions to other regions.
