This study constructed a land use-transportation interaction model considering residents' relocation. This study also quantitatively analyzed the impact of the location normalization policy on the urban structure using a benefit incidence analysis and fiscal balance in areas of declining population. The result showed that the population shifted from rail lines to main roads in the trend. Also, under the scenarios of the housing subsidies and residential regulation, it had a high population inducement effect, and that the walking share of the population increased. We further analyzed the case in which the public transportation accessibility improvement plan and other location normalization policies as a combined package plan and found that there was synergy in terms of population inducement effect when combined with the measures to revitalize the central commercial district.
