Abstract
 The study proposes a method of identifying safety tsunami evacuation area with considering the spreading of tsunami inundation with time and liquefaction that disturb a safety tsunami evacuation. The spreading of tsunami inundation with time is important for assorting area where it has time to evacuate safely. It's also useful for evaluating safety tsunami evacuation area objectively. The liquefaction cuts evacuation routes and it causes the decrease of safety evacuation area. The liquefaction must be considered in the evaluation of safety tsunami evacuation. Countermeasures against L1 tsunami help safety tsunami under L2 tsunami when they work persistently. The consideration of L1 tsunami countermeasures is useful for evaluating the safety tsunami evacuation under L2 tsunami.
