Abstract

 In order to make full use of the extensive port infrastructures and huge industrial land that the Hibiki area has since 2010, Kitakyushu City has been promoting the “Green Energy Port Hibiki” project with the aim of forming a comprehensive hub for wind power related industries which mainly target the wind power generation industry with a broad industry base and high job creation effects.

 This paper summarizes the results of activities that have been made toward the establishment of a large-scale offshore wind farm, which is a core business in making this comprehensive hub, clarifies the issues faced in advancing the project, and considers the solutions. The main activities considered are setting of suitable locations for offshore wind power generation facilities and selection of a project contractor by public offering under the Revised Port Act.
