Concrete waste is mainly used as recycled base course material for pavement, but in the future, a wide range of applications other than recycled base course material will be required. In this study, 100% recycled stabilized base course material and 100% recycled concrete were applied to pavement as pavement materials composed only of recycled materials. The evaluation items were strength properties, CO2 emission reduction effect, and environmental safety. As a result, it was confirmed that 100% recycled stabilized base course material and 100% recycled concrete satisfied the strength as pavement materials, had the effect of reducing CO2 emissions, and had environmental safety.
