Abstract
 According to the case of three elderly welfare facilities damaged by the flood, they were able to evacuate their users quickly because they had obtained evacuation information from the administration and set evacuation criteria in advance. According to a questionnaire survey on the evacuation at the time of flood targeting elderly welfare facilities in Shikoku, few facilities have set evacuation criteria. For the elderly welfare facilities damaged by the Kanto-Tohoku heavy rain disaster in 2015, we propose a method to use the calculated depth of inundation at the upstream side as evacuation criteria.
