Abstract
In the infrastructure maintenance plan, emphasis is mainly placed on safety aspects. For this reason, a maintenance plan has been drafted that defines countermeasures and scheduled implementation schedule, paying attention to preventing the development of damage directly linked to the deterioration of safety.
However, it is considered that various aspects must be considered in order to operate the maintenance plan for a long time. In this research, we will try to evaluate from two aspects concerning the continuous operation of the infrastructure maintenance plan. One is vulnerability, which is defined as the degree of exposure to risk. The other is resilience, which is evaluated by the ability to recover the ability to cope and the ability to resist. We tried to evaluate ongoing operation in the case of local governments. Furthermore, it shows that weak point can be easily grasped by evaluating by two different axes from both aspects of vulnerability and resilience.
