Abstract

 This research analyzed a workload for Tsuruoka City staff to understand the disaster response during the 2019 Yamagata prefecture earthquake disaster to apply it as a primary material for verifying disaster response and reviewing disaster prevention plans. This study also verified the 47 kinds of disaster response operations framework to grasp various disaster response operations’ overall knowledge. As a result, many staff members are assigned to work, such as collecting damage information, road restoration, waste disposal, and damage certification surveys, compared to past disasters. Because of the limited damage in this earthquake disaster, the number of staff for evacuation shelters and goods transportation was small. As a result of the verification of 47 types of disaster response frameworks, the response of Tsuruoka City in this earthquake can be defined by 47 types of disaster response frameworks.
