THE ISSUE OF EMERGENCY RECOVERY AFTER 2016 KUMAMOTO EARTHQUAKE TO IMPROVE DISASTER RESPONSE

Abstract

 It is important to quickly recover the function of infrastructure in order to realize early rehabilitation after the earthquake. For that purpose, it is necessary for local governments and local construction companies in the disaster-stricken area to cooperate to make the best use of limited resources. Since the 2016 Kumamoto earthquake caused delays in staff gathering and the unavailability of some administrative office buildings, problems in many operations happed. Therefore, we surveyed the response of the administrators of the construction department and the workers of the local construction companies during the emergency restoration period in the area affected by the Kumamoto earthquake. After that, we organized the issues for maximizing the disaster response capability of the disaster-stricken area, and proposed specific measures to solve them.
