Kochi Prefecture is a "frontrunner in addressing social challenges" like population decline. In June 2025, the government’s shift toward public bidding for major facilities’ management sparked concerns over job security and profitability. Currently, management structures are fragmented, and the status of museums in the provincial cultural vision is tenuous. In response, the "Cultural Policy Roundtable Kochi" was established to facilitate dialogue between the administration and citizens, seeking a balance between efficiency and public interest. This paper explores the foundations of cultural policy in a shrinking society and the potential for museums to serve as vital hubs for regional revitalization.
