The Japanese government implements various support measures, notably the "Innovate MUSEUM" project, to achieve museum digitization and subsequent Digital Transformation (DX). This paper presents best practices resulting from these initiatives, such as Kyoto’s shared infrastructure and the re-evaluation of regional materials through digitization in Miyagi. However, a challenge has emerged where digitization is treated as an end in itself rather than a means for transformation. To define the specific DX goals for each museum and achieve them, this paper highlights the necessity of strategic project design using logic models. Redefining digital archives as "living cultural resources" and promoting DX is a crucial approach for museums to evolve into "cultural hubs".
