The Ōami Shirasato City Digital Museum, launched on February 1, 2018 (Heisei 30), is a museum that primarily operates online. Its key features are that anyone, anytime, anywhere can view it for free. Conceived as a full-fledged digital museum proposed by a municipality without a physical building, it is operated by the Ōami Shirasato City Board of Education. In response to the amendment of the Museum Act in 2023 (Reiwa 5), the museum established ordinances and regulations concerning its establishment and management, and became Japan’s first “Registered Digital Museum”. Its activities extend beyond cultural promotion to include social education, school education, tourism promotion, and are exerting influence across overall regional development. This article introduces the museum’s planning and operations, its response to the Museum Act amendment, examples of its use in education and regional revitalization, and examines its effectiveness as a digital archive.
