Abstract
In this paper, we propose a deterministic one-lane traffic flow simulation model with an aim to emerge meta-stable states. Our model includes maximum velocity, maximum acceleration, maximum deceleration and time delay of slow-to-start effect. Showing that meta-stable states are emerged, we examine the effects of each factor to the fundamental diagram and also show that there may exist some inner structures among the free flow states which have not been observed. Furthermore, we theoretically derive traffic flow formulae for vehicles initially placed nose to tail and show a noticeable change from free to congested flow.
