Abstract
Network neutrality in Japan has been mainly focused on the bottleneck of fixed broadband services and the fairness of core network cost sharing. Recently, smartphones and tablet PCs are rapidly penetrating as wireless cloud service terminals, and mobile traffic is rapidly increasing. Because of the bottleneck due to limited radio spectrum resources of mobile access networks, new network neutrality considerations and political strategies are required to solve the bottleneck problem of mobile access networks.
This paper discusses various solutions to the traffic bottleneck problem, and proposes a strategic policy of traffic offload to wireless LAN microcells. Also the offload ratio is analyzed and numerical guidelines are proposed to accelerate traffic offload to microcells. The calculated offload ratio guideline is applicable to general cities.
