Research and development in ICT in ASEAN, Association of South-East Asian Nations has the following characteristics:.
• The weakness of existing interests and regulations give rise to studies that are conducted at low cost and within a short period.
• The project bridges the death valleys between research and product development as well as product development and market.
• The project members develop markets by following the process of disruptive innovation, as defined by Clayton M. Christensen.
• Collaborative researches conducted by vertical laboratories which are operated by more than three research institutions from more than three countries have started in ASEAN.
• The researchers' motivations in ASEAN have changed and they need a one stop service to provide the knowledge for R&D activities in ASEAN.
