Abstract
We expect information quality improvement, especially in the intelligence-intensive area, improves IT management capability, because attainment of superior management should be the target of information utility in management and the quality of information attaining its utility objectives is ranked high. Standing on this aspect, this research clarifies three possible gaps affecting return on IT investment, and proposes such research topics as developing users' information literacy, strengthening ability for creating information systems requirement from business views, establishing profession for such requirement creation, IQ measurement and management in intelligence-intensive area.
