Technological capability and management capability are indispensable to realize sustainable growth in global mega competitive business environment. In generally, there are mutual interaction and complementally relation between these capabilities for realizing effective innovations. However successful key factor of service industry is management capability such as constructing and operating new business model. Management capability is essential to successful requirements for effective ICT utilization in each industry and development of ICT industry. Because the secondary industry is the most important for the Japanese economy with lack of natural resources and rare metals, competitive technologies should be developed for realizing trading nation through high value-added production. In order to avoid the state of affairs that Japan had lost business in spite of winning technology, innovations should be performed through creative management capability such as the trinity of strategies for R & D, intellectual property rights and business, effective MOT, relevant strategies for continuous technology and destructive technology and so on.

The purpose of this study is to compare Finnish software firms with Japanese ones from the viewpoint of business efficiency. This paper analyzes 505 and 576 firms respectively, using RPE (Revenue Per Employee), LCP (Labor Cost Percentage), Strassmann's IP^[○!R] (Information Productivity), and several other indicators. "RPE-LCP" curves (Sasaki, 2009) and "RPE cascade" graphs are used to capture the efficiency of IT sectors.

In the information and communication technology (ICT)-dependent society/economy, ensuring and cultivating professional ICT human resources are critical for prosperity of organisations as well as society as a whole. What is required for the human resources is expertise of ICT and business, skills to successfully develop and operate ICT-based information systems and a professional outlook. They are expected to acquire such skills, knowledge and behaviour through well-designed educational programmes conducted in educational institutions and/or business organisations. However, there are several obstacles to cultivating professional ICT human resources in Japan, which should be candidly recognised and appropriately addressed as soon as possible. The most important challenge for constructing a prosperous information society in Japan is the rehabilitation of philosophy and ethics, which would enable us to make ethical discourses on development and use of ICT and ICT-based information systems.

A number of researches of corporate information systems have been heavily dependent on characteristics of dominant information technology each era. This paper asserts that we must shift the focus of study of corporate information systems from information technology orientation to information orientation. Information management capability is a function of information technology capability and information use capability. We think that information use capability comes before information technology capability. And this paper assert that to improve information use capability, we must study information quality and information quality management. Moreover, we show that information governance comes before IT governance. Finally this paper suggests that it is necessary to restructure various research results accumulated in the field of management information systems research from a viewpoint of information orientation.

Mathematical models for ordering complex assemblies (called outsourcing) are analyzed based on collaborations and relationships among agents. This paper deals with the analysis of factors affecting changes in formations of outsourcing among firms by using mathematical modeling. We assume that firms face credit constraints and supports by another outside agent with a certain cost of labor usage in productions. Then, we indicate that the wealth of firm agent bears chaotic fluctuation depending on the rate of collaboration among agents. The model is extended to multi-agent systems where the relations of collaboration is represented by a network. And, it is found that due to the firm agents' behaviors seeking cheaper labor prices induce a fluctuation in wealth process. Furthermore, by considering the deterministic decision on pricing, we utilize the control (suppression) scheme for the fluctuations.

Local electronic government makes it possible for residents to participate in administration via electronic meeting, local SNS (Social Networking Service), electronic monitor, and public opinion hearing. Municipalities also offer residents and enterprises services such as electronic applications and electronic bidding. It was investigated whether 222 municipalities of Tokyo prefecture and top two hundred municipalities of electronic city ranking (2007) offer these six information systems. Costs for introduction of these information systems were also investigated. A proportion of larger municipalities introducing five information systems except local SNS is higher, while smaller ones endeavor to introduce information systems at low costs.
