Abstract
This paper reviews the previous studies that discussed the definition of results, the measurement indexes, and the capability acquisition process of R&D human resources, and clarifies the conventional R&D human resources development method and the Implicit premise of the discussion. In addition, this paper compares the results of the qualitative data analysis of the latest survey with the previous study by this author, and clarifies the points of change. Furthermore, components and viewpoints of the new framework for R&D human resources creating new business are proposed.
