The World Bank reported that the huge Flooding in Thailand 2011 generate 100,000 tons flooding waste. The biggest  component is wood 54.07 % and the smallest component is leather and rubber  0.75 % . The 2,031 daily  vehicles, with capacity 2-10 ton, overwhelmed due to flooding waste collection.  9 location temporary site design, to support 3 existing disposal center (On Nut, Sai Mai, Nong Khaem). At Some area, industrial waste processed as municipal waste even the industrial waste some toxic material was included.  It is importance to arrange regulation and policy with private company due to collection of disaster waste. It is also importance to prepare water ways vehicle. Temporary site should be added proportionally,concidering transhipment, queing vehicle and uploading. Recycling mechanism should be improved properly by enhance existing stakeholder such as waste picker, scavenger, comunity participation in group such as waste bank. And addtional regulation regarding industrial waste during disaster should be arranged. The performance of the flooding waste  treatment can be set by improving  : (1) estimated flooding waste, (2) colected, (3) arranged temporary site, (4) redesign of disposal center,(5) final disposal arrangement. Public privat partnership inovation at five stage were the role key in improving the performance management
