Transition of home appliances recycling system and recyclers in Taiwan

Abstract

In Taiwan, recyclers have took recyclable materials through improper treatment, that coursed environmental degradation. EPA started a recycling system that included home appliances, IT equipments, battery, containers, and so on. In the system, producers should pay money to EPA as "fund". EPA pays subsidies that originated fund to certified recyclers  as motivation for proper recycle.  From such a background, one character of recycling system in Taiwan is strict control and regulation to recyclers, rather than promoting recycling industry. In spite of such a situation, recylers who wants to join the system have increased. 
On the other hand, producers have been counted on Design for Environment. Consumers have been expected to discharge used home appliances into the governmental recycling system. Dealers have been requried to regist electric manifest.
The way of Taiwan that involvs related stakeholdes into the recycling system gradually might be a reference to other developing countries.
