Abstract

In order to research and develop a new technology for modification irrigation pond bottom mud with recycled gypsum powder derived from waste plasterboard and reusing it in the agricultural field, we consulted with the environmental departments of two different local governments at the planned sediment extraction site in advance about the legal treatment of bottom mud. According to a notice from the Ministry of Health and Welfare, "Sediment and other similar materials generated by the dredging of ports and harbors, rivers, etc. are not waste subject to the Waste Disposal Law. "On the other hand, Prefecture Y, which targets bottom mud of irrigation pond, expressed the view that " bottom mud of irrigation pond is industrial waste (mud) stipulated in the Waste Disposal and Public Cleansing Law," while Prefecture N, which targets bottom mud of reservoir, expressed the view that " bottom mud of reservoir is not waste subject to the Waste Disposal and Public Cleansing Law (sediment)."Although there were differences in the scale and classification of ponds, the environmental departments of each local government made opposite judgments for bottom mud, which is the same category. This report examines this case.
