Abstract

Waste treatment technology in Japan has been formed and developed through a process of trial and error, with symptomatic and post-treatment responses. However, when looking at waste treatment as a whole, various distortions have started to occur. Incineration facilities are required to comply with emission regulations and the thermal abatement of ashes, and technologies have been developed to achieve these objectives. In final disposal, the concept of final disposal of waste has meant that little attention has been paid to the quality of landfill waste, and problems have been identified and addressed through changes in the upstream system. In other words, the 'waste management system' was not functioning. In order for the waste management system to function, a technology assessment of each unit process comprising the waste management system is necessary.
