The stress-strain relations for the flowable zone of a granular system are theoretically derived. In the course of derivation, the translation, the rotation, the local deformation and the slip displacement of each grain are considered and the expressions of the incremental relative displacement between the adjacent grains are deduced for the domains with and without slip. These expressions are averaged in each direction of the principal stress axes to obtain the stress-strain relations, where the expressions of the stresses derived in the 2nd report are used. It shows how the investigation of the mechanism of slip is essential to give the perfect stress-strain relations.
