Recently, LED technology has been making a great progress. Using LED to carry on Optical Communication has plenty of benefits. Firstly, it won't interfere with Wireless Communication (using electromagnetic waves), so it has no influence on precision instruments in hospitals and airplanes. Furthermore, it's also high-profile for its fast responsiveness . The aim of this research is to implement fundamental researches of optical-communication using the LED, which is carried on the super miniature satellite of Fukuoka Institute of Technology. The LED light from the satellite is collected by a telescope on the ground. Then we transform the light-form data into electronic data, using photo multiplier tube, thus we achieve the collection of information. Currently we have carried out the indoor (60m) and outdoor (700m) preparation experiments. The experimental results of these two experiments are basically consistent with each other. The oscilloscope can identify the LED light gathered by the telescope at the lowest signal level of 2x10^-11 W.
