In this paper we report a simulation-based resilience analysis of urban road network. Much artifacts and artificial systems have to be less fragile against natural disasters. At the same time, they are expected to have the capability of damage reduction and quick recovery even if they would lose a part of their function by disasters. The objectives of this research are to evaluate the resilience of urban road network and to support preparations of optimal recovery plans using traffic simulation. The simulation target is the road network in Tokyo's 23 wards. We tried to simplify the real road network to the virtual lattice network to reduce computational time for optimization. The links in the virtual network have to be designed to have proper costs that reflect realistic traffic state. A microscopic traffic simulator was used to calculate local travel time as link costs between every pair of adjacent lattice points.
