The problem of responsibility arises in decision making under uncertainty. The reality of risk is an accident, and decisionmaking based on risk perception is considered to involve responsibility for the accident that occurs individually, so it must be considered that ethical ability is required for the responsibility to be borne. Systems that have the potential for an accident, that is, machines, jobs, tasks, or products that are at risk, are explained by "risk" for their reasons, but they can not be "safe." Risk theory addresses the issue of whether to accept risk or not, but safety is about preventing unacceptable accidents (events and damage) and ensuring the resulting well-being. In this paper, we use the concept of accountability to describe the provability of "safety," which should be secured.
