The UAV (Unmanned Air Vehicle) have been developed in many ways, these days. We are required to have the concept of the Operational Safety of the UAV system to let it progress to more higher step. The author introduced the idea in the QF-104J Program for the safety operation, as the flight termination mode. Basing on the discussion, several guide lines for the design and the operation of the UAV System are shown, such as in the UAV Classification, the system configuration base on the ROA (Remotely Operated Aircraft), the flight termination mode which varies on the classes, however, basically is aerodynamic measures, and safety operation concept for the UAV System, in terms of design, reliability. And it is cited that the related regulations are required to be fixed formally to promote the UAV development.
