This paper describes an application to pressurized water reactor plants of the technique to find counter actions in an anomalous plant condition based on a plant model composing of the hierarchical relations among goals and functions, plant abstract structure, and component information on the behavioral and operational aspects. Algorithms are described to infer the affection of an anomaly to plant goals, to determine the priority of plant states and/or goals to be recovered, and to find candidates of counter actions. A simple plant model of a pressurized water reactor plant is constructed and the applicability of the technique is confirmed through several anomaly scenarios.
