A Proposal of Method for Developing Criteria that Meet the Purpose of Policies Aimed at Creating Innovation by the Funding Agency:Based on the division of roles between the activities of the private sector and public sector

Abstract

This paper proposes propose a methodology for developing criteria that are consistent with policy objectives and that take into account the boundaries between the activities of firms and public institutions. The methodology consists of four steps based on the idea of a National Innovation Systems.

In this paper, we applied this methodology to four subjects belonging to a government agency that implements innovation policy, and evaluated its comprehensibility, usability, and effectiveness. In addition, we interviewed one expert to evaluate the criteria developed by the application of this methodology. In conclusion, we were able to confirm a part of the validity of the proposed methodology.
