  NGOs for international cooperation have a critical role in raising awareness on development issues through development education activities. This study aims at identifying the determinants of active engagement in development education by Japanese NGOs. It is hypothesized that: 1) activism for social transformation; 2) financial independence; and 3) size of organization are the determinants of active engagement in development education by NGOs. This study employed multiple regression analysis of cross-sectional data of 77 NGOs based in the Tokyo metropolitan area, which are collected through reviewing of annual reports and website information. To capture the level of implementation of development education by NGOs, a development education index was created using the data on six types of actually-implemented education activities by NGOs. To explain variables, an activism for social transformation index was created based on implemented advocacy efforts by NGOs. Financial independence was measured by income from government over total income. Annual income of organization was used as a proxy variable for the size of the organization. The estimation results prove that activism for social transformation and financial independence are the determinants of active engagement in development education with statistically significance at 1% and 5% respectively. However, size of organization did not prove to be a determinant, indicating that some small-sized NGOs are also active in development education.
