Abstract
In the hilly and mountainous areas of Japan, it is not a sufficient fire and emergency system from the constraints of the terrain. Fire and emergency systems of those areas there is a problem in the ability to respond to disasters to complex and diverse. The current emergency vehicle in those areas are not optimal. So, in this paper, I focus on the emergency vehicle of the hilly and mountainous areas. Conducted a field survey at Kiyokawa Village where the regular fire and an emergency system don't exist. Based on the results, I proposed a utility vehicle for the disaster toward the hilly and mountainous areas.
