Abstract

This study analyzes a collaborative project between a local government and a university in City A to examine how children’s opinions, encompassing their views and experiences, are connected to the public sphere. The results identify a five-stage process consisting of preparation, expression, analysis, policy integration, and feedback. The findings indicate that children’s opinions are transformed through these stages, rather than being directly reflected in policy, and highlight the distinct roles of stakeholders—including schools, universities, and government—in structuring this process.
