Research on Systematization of Tourism Policy at the Cities Designated by Ordinance and the Analysis of Programs

Abstract

The objective of this study is to clarify the actual situation of tourism policy by analyzing systematization and programs, targeting tourism planning documents in the cities designated by ordinance.
First, systematization of tourism planning documents was conducted to quantitatively clarify the tourism planning documents. Furthermore, from the results, we focused on programs and categorized them to clarify their characteristics. In addition, we analyzed the emphasized programs to clarify the characteristics of more detailed programs of the type.
In the systematization of tourism planning documents, the tendency of tourism policy was clarified by setting indicators on "introduction", "grasping the current situation", "goal / policy", "plan", "operational system" and "material" as elements consisting the tourism planning documents. In addition, "basic programs" in "plan" was categorized into two types "internal resource utilization / strengthening type", "external dissemination / attraction type". Looking at the characteristics of the more detailed type from "emphasized programs", it is clear that there are differences in tourism resources utilization methods depending on unique tourism resources, location and tourism conditions.
