Abstract
This research focuses on snowfall and depopulated areas, and aims at clarifying activation measure currently implemented in a local railway. The results are as follows. 1) The local railways are classified into the groups with four characteristics by Cluster analysis. The feature of a group is grasped at the point of the index surrounding the railway conditions. 2) Activation measures, presence of the support organization and role of local railways are grasped by using the conscious survey. 3) The secondary survey regarding activation measure is carried out, and many of the routes which suffer a deficit have the support organization. 4) As a result of the interview, the activation measures under the snowfall and depopulation background are taken in various forms, and increase passengers or tourists. However, as for snowfall problems, the burden of expense is large.
