In this paper, I intended to discuss the concept and standard of service in social welfare programs. I aimed to ensure the relations between standards of service and human rights of clients as users of social services. And I tried to develop the methods of standardization for social services which used skills of CANPS (Computer Aided Nursing Planning System for the elderly) andjob analysis in medical social work practice in Japan.
