In Japan, social welfare was expanding in 70's. In 80's, some programs are expanding, but other programs are reducing. Main programs are for the elderly. Social welfare programs are not only for low income people, in 80's. The reason of the change is that the population of the elderly increased in 10 years. The elderlys in 80's have some good terms in their retirement life. They have money in the bank. They have their house. And they have pensions. So, the elderly are not poor now. Especially, the pensions for the elderly are main income. The most of the elderly do not need public assistance. But the life style of the elderly has been changed. They live in the elder family. When they have some physical handicap, they need home help and some aids. Social welfare programs must be prepared to the needs of the elderly (they have middle class).
