Comparing the Items of Additional Fees for Home Help Services and Day Services: A Study on the Factors Affecting the Difficulty in Acquiring Additional Fees in the Long-Term Care Fees System for Home Help Services

Abstract

This paper investigates factors that make it difficult to acquire additional fees in the long-term care fees system for home help services. In a recent long-term care fees revision, a new item on the additional fees has been added year by year. This addition has played an important role in evaluating the long-term care fees system. However, in previous studies, it has been pointed out that while an evaluation of the additional fees adequately functions in the care fees system for facility services, it does not function so well in the system for home help services. In this study, we examine the items of additional fees, such as the requirements of acquirement and the rates of acquirement, for home help services. To complete such study, we use day services in comparison with home help services, as day services are also classified as in-home services and they have similar features to the care fees system for facility services. The results of the analysis showed some of the factors that make additional fees for home help services difficult to acquire. These factors include the limitation on the additional fees that can be acquired and the comprehensiveness of the requirements of acquirement.
