A study to retain residential space in the multi-functioned urban areas with commercial and business spaces

Abstract

In inner-city-areas, the tendency of excessive use of space for commercial and business purposes is strengthened, having pressed and excluded residential uses, Particularly, in the areas where retain and recovery of residential population has been taken up as an object of the municipal policies, means of restriction and guidance in city planning, specially, the possibility and conditions of three dimensional control means, that is 3-D zoning are examined. In the first part of the synopsis, the structure of the scenario as control means of city planning is established. That is to set up the four following subjects to be examined; ①The reason why retain of residential space is required, The establishment of judging ground and limitation of the objects. ② The possibility of application of means including various restrictions and guidance. Making out three dimensional models. ③Establishment of elements of housing and housing environment in the retained space. ④Control means against a rise in prices, speculative uses and diversion to other uses. While the cases and theories on obligation of housing supply and relaxation of restrictions attended with city development in Japan and countries overseas are being collected and analyzed, logical structure of the scenario is promoted. In the second and third part of it, a collective housing unit, so-called-mansion group, built independently or on small units of sites is taken up as an object. The field analysis is conducted on the various conditions including setting, appearance, lighting, sunshine, combined/mixed using conditions of it. The fact that housing with low comforts have been supplied from the beginning and that the tendency of rapid increase in lowering of residential comforts caused by overcrowded building have been obtained. The factors in choosing city-mansions are analyzed by the survey for residents in parallel with the above analysis. In the fourth part, in order to apply the restriction and guidance scenario of city planning, examining of conditions against problems which have been realized in the third part are examined. That is, firstly three dimensional zoning which enables to retain the level of residential environment of more than 3rd floor areas as well as that of residential areas, in spite, of that the lower floors are situated in commercial areas. Secondly, as for conditions of corresponded houses, such as lighting, the possibility of application is examined and summarized as a basic framing plan. Examination of actual adapt-ability is considered as the subject to be at the next stage.
