This paper aims to investigate the process and the effects of development negotiations of mansion developments. Thor are two types of negotiations, direct negotiations between developers and neighbors and administrative negotiations under the ordinance, To analyze the negotiation process, the cases of Yanaka in Taito-ku, Anekoji in Kyoto-city and the townscape ordinance in Kunitachi-city are chosen. To make negotiations effective, detailed discussions on townscape and design are needed It is also important to reflect ideas that are discussed in negotiations to city planning.
