Abstract
This study aims to clarify the restoration process from the 1985 Mexico City Earthquake. Researchers surveyed the restoration policies and institutions of national and local governments, the popular sector's roles which were important at the time, professionals of Non-Governmental Organizations, and various roles in the process. It is concluded that the “Democratic Convention for Reconstruction of the Housing Recovery Program” contracted in 1986 among government and popular sector organizations had made the restoration process possible not to exclude the former residents, and to maintain local living culture through self-help housing methods. This cooperative relationship leads to more comprehensive community development.
