Abstract
This paper empirically clarifies effects and problems of application of municipalities’ ordinance about development permission. As for article 34-12 of City Planning Law, effects about rationalization of development permission procedure are recognized but as for 34-11, enough effect, which was the keeping of village population, can’t be acquired. In some examples much more developments than initial forecast have been occurred by deregulation of 34-11 ordinances. To set appropriate area-divisions and building uses for permitted developments along development pressure level in each city is necessary. And public involvement for area-division is also important in order to train up mutual relation with administrative sector against maturity of villages in near future.
