Abstract

  "Open Data 2.0," secondary use of statistical data gathered by public or private organization is promoted. Open Data is used in many fields such as disaster prevention, road planning, traffic management, city planning, as well as garbage collection and nursing care services.

  Now we need to improve its accuracy and quantity, to secure the financial resources of both the public and private sectors, and to develop the "Utilization Literacy" of the administration and citizens. "Utilization Literacy" means the ability to analyze the status quo, and to propose policies appropriately.

  However, some data such as damage estimation of natural disasters should be well considered and provided with care. Because releasing this kind of data would greatly affect the asset value and relevant industries.

  It is essential to reflect the results of data analysis in the municipal budget. Making full use of Open Data may lead to formulating effective policies.
