    It has become an era when the scientific approaches based on evidence are necessary for the measures of local governments as well. Being aware of the history and characteristics of your city and making use of it in measures, it will be meaningful for the efficiency, effectiveness, economy and political participation of measures. In addition to describing examples of Yokohama City who served as an awareness-raising aid to citizens based on various data in municipal policy measures, it also refers to the UDC (Urban Design Center) which is the core of future development of measures in cities.

      "Open Data 2.0," secondary use of statistical data gathered by public or private organization is promoted. Open Data is used in many fields such as disaster prevention, road planning, traffic management, city planning, as well as garbage collection and nursing care services.

      Now we need to improve its accuracy and quantity, to secure the financial resources of both the public and private sectors, and to develop the "Utilization Literacy" of the administration and citizens. "Utilization Literacy" means the ability to analyze the status quo, and to propose policies appropriately.

      However, some data such as damage estimation of natural disasters should be well considered and provided with care. Because releasing this kind of data would greatly affect the asset value and relevant industries.

      It is essential to reflect the results of data analysis in the municipal budget. Making full use of Open Data may lead to formulating effective policies.

    In order to make a city comfortable and vibrant, people living there need to actively participate in the activities of the community and accelerate communication by themselves. It is extremely important, for promoting residents active participation, to appropriately disseminate various available and effective information such as regional information and safety information as well as local government service information. This article introduces the information to be presented in scenes of information dissemination, the appropriate way to transmit and represent the information, and IT tools and IT infrastructure to realize superior information dissemination. Furthermore, this article discusses issues occurring in information dissemination to residents about security, privacy protection, training of data scientist and digital divide.

    Kobe City Government is promoting the accumulation and disclosure of open data, is promoting policy making utilizing data, and is building an open government society that solves regional problems by cooperating with citizens and companies through ICT.

    In addressing such efforts, we have implemented measures to "provide the environment of data utilization", "develop human resources who can utilize data", "cooperate with citizens and companies, academia and government" as three pillars of promotion of open government.

    Efforts to discover human resources that solve regional problems by utilizing data through training program for the city official staffs and workshop with cooperation with Barcelona city, which is sister city of Kobe, is becoming a double of wheels of a model case that practically implements open government. In line with these developments, we are accelerating efforts by collaborating with companies, such as a business collaboration agreement with Yahoo Japan Corporation.

      Because of the heat island phenomenon and the global warming, the thermal environment of cities in summer gets severe. On the other hand, there are many elements in the city where people gather with. What kind of measures are necessary to create a safe and comfortable city block space? Now is the time to collaborate with industry, government, academics and citizens/stakeholders. We would like to discuss the information, tools and visualization methods necessary to discuss the measures, especially based on the evidences of the numerical simulation results for heat and wind environment in towns/districts.
