Because the person with a disability and an elderly person could not walk by oneself, they failed to escape at the time of the tsunami disaster. 96 social welfare facilities are installed on the coast in Tokushima Prefecture and those will suffer the damage of tsunami. Those institutions should get to know the risk of tsunami and need to have a suitable evacuation plan. If a tsunami risk is very high, the institutions should relocate at high and safe place.
