In order to build the vision of engineering industry for sustaining regional city/community coping with super aging society in Japan, the new business research group in Engineering Advancement Association of Japan (ENAA) has been examining the future form of social infrastructure. Based on the prespectives of “Society 5.0”, “Smart City” and “Super City” projects in government policy, we focus the developing process of typical type of compact/smart city cases. Conducting field survey and case analysis of typical regional cases, we are examing each case analysis from the perspective of the three layers of “SDGs vision”, “smart policy”, and “smart utilization”, to extract the relationship between the elemnts in each layer. Then, through comparing the results of chain analysis, we are approaching categorization about regional smartization towards SDGs vision. As a result of applying our research framework to the cases of Toyama City and Kaga City, we show a possibility of the methodology for further research.
