In recent years, the policy on differentiation of national universities have been carried out, but it is hard to say that the results have been thoroughly considered. Therefore, the purpose of this paper is to examine recent trends of the policy from the viewpoint of resource allocation, and present the influence of it.
In this paper, we analyze the tendency of subsidies for higher education and management expenses grants for national university corporations concerning differentiation. As a result, it became clear that the ratio of management expenses grants to total amount of differentiation-related expenses has increased. From this, it was shown that the policy of differentiation is being carried out by management expenses grants.
Finally, we examined the influence that such a trend can have. Higher education policies in recent years are moving towards the scale down. Besides, both the policy of differentiation and the scale down policy are being promoted by the government's strong driving force. If these policies can be promoted with the aim of responding to the demands of economic organizations, the policy of differentiation will reduce universities in such a way as to weaken the specific academic field.
