This paper examines the corporate strategy of regional core firms, based on the questionnaire survey in 7 Prefectures within Greater-Kanto, which was put into practice from the viewpoint of networking the regional industries in 1998. It is composed of the theoretical research and the analysis of this survey. This paper focuses on the three "hollowing-out" of the regional industries in these days, namely, the relocation and closedown on the local plants of big firms, the declination of the downtown areas, and the decreasing vitality on the local concentrations of industries. It is the key point of this paper to propose a business administration approach about such serious problems in the regional industries. Especially, it is a main aim to grasp the actual condition about these various problems, with focusing on the corporate behavior and the organization of regional core firms, which have a great impact on the regional communities, based on the preceding research. The hypotheses of this survey are based on the theoretical research about the interorganizational relations in regional communities and the corporate strategy of regional firms. The analysis of this survey examines the results of questionnaire survey for the top managements of the regional core firms and the organizations supporting the firms around Kanto. It includes their thinking of regional resources, partnerships, strategic alliances, regional domains, network organizations, coordinating organizations, and so on. At last, this paper concludes as follows. The community-based industries, the Chamber of Commerce and Industry and so on should act as go-between, the coordinating organization in regional industries could be created and fostered, by joint venture crossing within the region. As this coordinating organization should become a core, the regional business network could be organized. And then, this organization should construct the mechanism that could evaluate network performance properly, and should bring out effectively the requisite functions. Hereby, the regional business network will be able to take the focus of various organizations within the area, to concentrate regional resources, and to bring out the dynamic and synergistic effects.
